Thomas Westmoreland and Patricia Gamba have been colleagues in various health care institutions since 1990.
Prior to the establishment of Westmoreland Consulting, both Mr. Westmoreland and Ms. Gamba held a variety of senior-level management positions at major academic medical centers in New York City. We have initiated challenges resulting in changes to New York State hospital reimbursement system implementation policies. While employed by Columbia Presbyterian Medical Center in New York City, we successfully challenged the approach utilized by the New York State Department of Health to implement volume adjustments in inpatient Medicaid case payment reimbursement rates. The Department of Health changed its policy to incorporate our recommendations.
Having been employed by major academic medical centers for 16 years in some of the most challenging environments and times, we have developed an in depth understanding of the day to day requirements, issues and constraints faced by hospitals' senior financial management teams. This experience has trained us to identify significant issues and to provide practical approaches to analysis, evaluation and ultimately to resolution.
